KANSAS CITY, Mo. - The owner of a massage parlor located in a strip mall at 500 Northwest Englewood in Kansas City has been charged with promoting prostitution.
Vincent Luong, owner of Serenity Massage, has not yet been arrested but faces a $100,000 bond when he is taken into custody.
According to court documents, undercover Homeland Security agents went to Serenity in July to ask about a private “bachelor party,” hosted at the business.
A man, identified as Tho Huo “Todd” Nguyen, said the party would cost $250 per person which included renting the building, massages and a shower.
Nguyen insinuated that a “happy ending” would be involved and that the men could negotiate with the women for further services.
Court documents also state Nguyen supplied drugs for the party.
