PAPILLION, Nebraska - A member of Kansas' Westboro Baptist Church has reached a deal with a Nebraska prosecutor to dismiss charges against her stemming from a 2007 protest outside a soldier's funeral.

Under the terms of the deal reached Monday, Shirley Phelps-Roper will drop her federal lawsuits over Nebraska's funeral protest and flag mutilation laws.

Phelps-Roper was scheduled to face trial Monday in Sarpy County Court on charges of disturbing the peace and negligent child abuse.

She's accused of letting her then-10-year-old son stand on an American flag during a protest at the funeral of a National Guardsman in Bellevue, an Omaha suburb. Authorities say she also wore a flag as a skirt that dragged on the ground.
