Two pit bulls left outside in a Kansas City backyard during near triple-digit heat was the focus of one dog advocate Wednesday. 

"They've had ample opportunity to step up over here for these dogs. They just don't care," said Kate Quigley. 

Quigley is the director of Chain of Hope, a local dog advocacy group. She says their work becomes even more challenging during the dangerous summer heat. 

"We've had two or three we've found dead on their chains," she said. 

Quigley and 41 Action News were both alerted of the neglected pit bulls by a neighbor. 

"If it wasn't for the neighbor, they wouldn't even have fresh water to drink," said Quigley. 

The neighbor said she's filled their water bowls, repaired their broken crates and attempted to wash off the flies that cover the dogs. However, with the rising heat, she continues to worry for the dogs' well-being. 

"If the officer goes there and the dog is in any type of distress, the animal will be removed," said Derrick Jones of KC Animal Control. 

Jones confirmed Animal Control has visited the residence three times this month, issuing a citation on June 2. However, he says the dog owners have supplied all the legal necessities to keep their pets. 

"If there's no water. There's no shade. Dog is laying in the sun. The dog will be rescued to KC Pet Project," he said. 

Quigley fears it's not enough, and she wants everyone to know they provide a simple solution when it comes to heat-related suffering. 

"A lot of people don't wanna bring 'em in cause they tear up the house or they may not be house trained, but we give people a crate. Bring 'em in. Get 'em in the garage, get 'em in the basement," she said.
