Kansas City home appears abandoned, dogs left inside

City says no violations

A Kansas City homeowner says her neighbor has abandoned the home next door, but left their dogs behind.

Beverly McDaniel has lived at Fremont and Bannister for six years. However, she says the home next door has been empty and falling apart for the last several weeks.

"I called the code enforcers to get them to cut the grass. That's how this all started," said McDaniel.

McDaniel was upset over the lack of care of the home: dilapidated windows, wood rot, and tall grass. The power is also shut off. However it wasn't until code enforcement arrived when they heard the dogs inside.

According to 311 records, animal control investigated the home  on August 19 but did not observe any violations. The dog owner was able to keep the animals.

41 Action News followed up with the City of Kansas City. They said the resident is currently staying with his mother but returns to the home to give the dogs food and water.

"So he's basically living over there, but he's coming back every day or so to feed or water the animals," said city spokesman Chris Hernandez.

The city said as long as the dogs are receiving shelter, food and clean water, the owner is abiding by the law.

311 records also show 54 city code violations at the home since 2013. According to county record, the property is owned by Harbour Portfolio VII LP, out of Dallas, Texas. 41 Action News reached out to the tenant and the property owner to no avail.

"I would like to see them care better about those dogs and the property. Cut the grass. Keep it up. Make it look suitable to match the rest of the block," said McDaniel.
