TOPEKA, Kan. -- Kansas legislators postpone their debate on a bill that would have delayed the tougher amusement park regulations they approved only last month after the death of a 15-month-old girl who was critically injured at a Wichita carnival. The tougher regulations were a response to the death of a lawmaker's son on a giant waterslide last summer.
