Man shot by Carrollton police after confrontation over dog complaint

One man was shot in the head by Carrollton police Saturday night following a confrontation over a dog complaint. 

According to authorities, officers were called to the 300 block of East 3rd Street in Carrollton, Missouri. Police say they were responding after a dog was running around without a leash. 

Officers then encountered the dog owner, 69-year-old David Blair, who was armed with a handgun. 

Blair refused to drop his gun during the confrontation with police and he was shot in the head by an officer. 

The suspect was transported by an air ambulance to a trauma center. Blair has been listed in serious condition. 

The Missouri State Highway Patrol's Drug and Crime Control Unit have been called to investigate.

Blair has had other minor run-ins with the law in the past, including pet nuisance, assault and multiple traffic charges. 

Officers involved in the incident have been placed on paid administrative leave per department policy.
