Judge gives OK to downstreet street car taxing district

KANSAS CITY, Mo. - Kansas City can move ahead with plans for an election to get approval for a special taxing district to pay for a streetcar line.

The ruling came today from Jackson County Judge Charles Atwell.

Judge Atwell's ruling ordered a mail ballot election later this summer.

If voters who live in the downtown area approve the new taxing district, it would be called the Kansas City Downtown Streetcar Transportation Development District.

A four-person board of directors would run the district.

That board would include the city's mayor and chair of the Port Authority.

Supporters say the two-mile line would be a boon to downtown development.

The streetcars would run from the River Market to Crown Center and stop at popular spots along that route.

A consultant testified that a similar line in Portland generated billions in new development.
