Belton corrections officer accused of sex with inmate

KANSAS CITY, Mo. — A corrections officer for the Belton Police Department is facing charges for alleging having sex with an inmate.

Emmanuel B. Wilbourn, 35, is facing one count of sexual conduct with a prisoner. The incident allegedly occurred Nov. 11 at the Belton Police Department jail.

According to court records, the victim, who is female, claims she asked Wilbourn for water. She said he returned with water and then forced her to have sex with him. 

Surveillance video captured Wilbourn entering the victim's cell three times, according to court records. Wilbourn last entered the cell at 4:15 a.m. but court records say that the next video entry doesn't start until after 8 a.m. and doesn't show when he may have left. Another video indicates he may have left around 4:21 a.m.

Wilbourn admitted to having sex with the victim after being questioned by investigators, according to court documents. 

Both Wilbourn and the victim told police they had first met about six months previously when the victim was previously incarcerated. Both Wilbourn and the victim also said they met up multiple times outside of the jail and that Wilbourn paid the victim for sex.
