KANSAS CITY, Mo. - The Kansas City Care Clinic wants to make their needle exchange program public.

Clinic executives are encouraged that legislation being considered in Jefferson City would make their exchange program legal. 

In Missouri, it is currently illegal to conduct a needle exchange program.

Critics claim such programs encourage illegal drug use, though clinic executive say needle exchange programs encourage people to stop using drugs
