A witness said that Wallis was staying in the apartment complex and Skinner was with her, documents state.
The witness later heard Wallis “screaming for help,” according to a news release.
“Skinner became irate and told the victim she was going to die,” the release stated. “He pointed guns at her and she tried to get away from the defendant. He punched her and pistol whipped her.”
Wallis ran from the apartment, according to the witness, and Skinner followed her. The witness then heard gunshots.
“Her children said the defendant had killed the victim,” the release stated. “Another witness reported seeing the defendant shoot the victim just outside the front door of the apartment building. Video surveillance showed the victim run out of the building, collapse on the ground just before an extended arm is shown pointed a handgun at her head. The gun recoils after it was fired.”
A $500,000 cash bond has been requested.
