KANSAS CITY, Mo. — Residents at the Stonecroft Mobile Home Park at 4900 Raytown Road say they're tired of living in terrible conditions.
"Honey, it's just horrible in here. We need help," said Jackie, who's lived in the park since 2001. She did not want to give her last name.
Half of the trailers at the mobile home park are vacant, broken into and stripped of everything inside.
There are mounds of garbage piled up along the streets and around the trailers. The streets are dotted with large potholes and broken asphalt.
The office has no power, and no manager can be found on-site.
Residents say they're not sure where their money is going.
The new property manager told 41 Action News the entry bridge into the park isn't structurally sound and a fire truck wouldn't be able to access the park.
A Facebook review said it's like a scene out of a "Mad Max" movie.
"Honey, the list is this long," Jackie said.
Jackie knows KCPD East Patrol officers by name. On Thursday, she said her trailer had been broken into just the night before.
She complains about vagrants — "scums" — walking through the park every day, doing drugs and vandalizing the place.
"Stealing cars, stealing the license plates. Breaking into your home, cutting wires out from under your trailer, cutting copper, your water things, cutting them out," she said.
Many residents at Stonecroft told 41 Action News they fear for their lives, hearing gunshots at all hours of the night.
"Just before sunset you start seeing KCPD roll through and they do their rounds like they're supposed to, and it seems to calm down a little bit, but then in the middle of the night it tends to pick up," said Felicia Manes, who moved in with her friends about six months ago.
Manes and her roommates said they don't talk to anyone. They maintain their lawn and plant flowers in an effort to make it a nice place to live.
41 Action News looked into the situation. The park recently switched to new management, the M. Shapiro Management Company out of Farmington Hills, Michigan, after the previous manager was pushed out.
The park is owned by Stonecroft MHP LLC, a Delaware company with a Sacramento address, according to the city.
41 Action News couldn't find a working phone number for the LLC, and the city says it cannot find one, either.
Many of Kansas City's issues with vacant and dilapidated houses are due to out-of-state LLCs. A law was passed recently that requires LLCs to register a name and phone number, but it does not appear that Stonecroft has done so.
The city has been out to the park at least 164 times over the last several years for property violations. The city was there again on Wednesday and issued three open code violations.
"It's pretty bad. It's fallen apart," Manes said.
The local property manager would not do an interview with 41 Action News but said they were going to clear out all the trash and start fresh. With all of the squatters, they said they don't know who actually lives in each trailer.
Residents, some just down on their luck, say something needs to change.
"It's hard to trust people, but at the same time you can't judge everyone the same," Manes said.
UPDATE: On Friday, KCPD provided information about calls for service to the neighborhood. So far in 2019, police have been called to the area 99 times. While the calls for service were for a variety of reasons, drug sale and drug possession, thefts, burglaries and stolen autos appeared to be the main concern.
