Man found dead in downtown KC parking garage

KANSAS CITY, Mo. -- A 38-year-old man is dead after a shooting in a downtown parking garage early Saturday morning. 

 

Police were called to the garage at 12th and Pennsylvania just before 3 a.m. When they arrived, they found a white man inside a car with apparent gunshot wounds. He was pronounced dead at the scene.

 

The man was later identified as Del Lee Osborne. 

 

Lian Deng, who lives nearby, said the gunshots woke him up. 

“I heard 4 loud bangs,” said Deng.

Neighbors say the garage is used by residents of the nearby Quality Hill apartments.

“I don’t know exactly what happened," said Matt Falk, who lives in a nearby apartment. "If it was just an encounter or if it was something a little more sinister. Either way, it’s surprising." 

In the past six months, there have been 11 violent crimes in the Quality Hill neighborhood according to crimereport.com.

Neighbors say they’ve always considered the area safe.

“I’ve never felt in danger at any point in time while living here,” said Falk.

Deng says he moved here because he felt it was a good area.

“I’ve only lived here for a week," he said. "I literally moved in last Saturday."

But after this homicide, he’s not too sure the area is as safe as he thought.

“I think it’d worry anybody,” said Deng.

Another man was detained at the scene for questioning.

The homicide is under investigation.
