KANSAS CITY, Mo. — Independence police are investigating an officer-involved shooting near 23rd and Ralston.

Two men were injured and taken to an area hospital. No officer was injured.

Officers were originally called to the Dollar General at 5:41 p.m. to investigate an armed party.

“When I heard at least two shots, that’s when it seemed like all hell broke lose,” said Anne-Marie Rutledge, who was pulling into her driveway at the time.

Rutledge told 41 Action News she saw two police officers get out of the car and tell two men to “stop.”

"He said, stop! I said stop,'" Rutledge said. “I heard four pops, like gunshots, after.’”

According to police, the two men injured were both armed with guns.

Investigators are continuing to look at surveillance video from nearby stores and dash camera video.
