As the 2016 Kansas Legislature is about to begin, a group is speaking out against the state's decision to divert highway funding to its general budget.
The billboard says "This is Highway Robbery" and it's a critical statement of Kansas Gov. Sam Brownback and the Kansas Legislature.
It's being paid for by the Kansas Contractors Association.
Since 2011, about $1.4 billion in funding for the Kansas Department of Transportation has been moved to the state's general budget, which pays for non-highway funding.
On average, Kansas has lost $1 million in funding that was originally set for highways.
There are six billboards across the state.
