Woman charged after child wandered outside

A woman has been charged in an incident where a one-year-old child was found wandering outside.

Clay County prosecutors have charged Sarah Stroud, 21, with one count of endangering the welfare of a child and one count of resisting arrest.

According to a probable cause statement, officers were dispatched to northeast 46th Terrace and North Tracy on a report of a found juvenile on on May 28.

Officers eventually connected the child to a nearby address. Court documents say when officers arrived, the front door was ajar and Stroud was unconscious in bed.

According to court documents, Stoud was difficult to wake and she initially told officers to leave and she didn’t care the child was in the street. Officers saw what they believed to be marijuana on the nightstand next to Stroud.

When officers attempted to place Stroud in handcuffs she pulled away and kicked, striking an officer in the leg three times, court documents stated.

Stroud told police she was homeless and only staying at the home she was found in for the weekend. Officers said the home was "in a deplorable state." 

The probable cause statement says Stroud told police she had taken a Klonopin around 9 a.m. and it usually didn’t cause her to be drowsy, but for some reason it did this time. Stroud added she hadn’t slept most of the previous night, and she and the child took a nap around 11 a.m. Stroud told police she didn’t lock the front door but said “it didn’t matter if she had because the child can unlock the door by himself.”

According to court documents Stroud initially denied drug use but said she did use marijuana. When asked about the marijuana next to her, Stroud said she didn’t realize it was out but it wasn’t hers.
