Man facing charges in Johnson County deputy's death tests at twice legal limit to drive

The man who admitted to crashing into a Johnson County Sheriff's Deputy tested at twice the legal amount of alcohol in his system when officers arrested him.

A Johnson County District Court affidavit details the events leading to the arrest of Adrian Espinosa-Flores in the early morning hours of September 11.

Police said Espinosa-Flores was driving drunk when he hit and killed Master Deputy Brandon Collins who was in his vehicle which erupted into flames.

The court record said Espinosa-Flores ran from the crash scene without checking on anyone else. Police were able to catch him after a nearby resident spotted him. Authorities used a helicopter and canine units to apprehend Espinosa-Flores. 

The court record also said Espinosa-Flores told police he entered the U.S. illegally and has no status in this country. Despite that admission, he was able to register his truck which court records show matched his name.

After failing a field sobriety test, Flores registered a .16 breath test, twice the legal limit to drive in Kansas.

As the 41 Action News Investigators first reported last week, Espinosa-Flores pleaded guilty to a California DUI 15 years ago and to driving without a license in Overland Park three years ago.

Federal immigration authorities said they were never notified by law enforcement about those prior arrests.
