Update: Teen charged with murder in Independence shooting

INDEPENDENCE, Mo. -- A 17-year-old is charged with murder in connection with a shooting that left one person dead and another injured at an Independence, Missouri apartment complex.

Antonio Stocker III is charged with second-degree murder, first-degree assault and two counts of armed criminal action. 

According to court records, Independence police responded to a shooting in the 600 block of N. Peck Court. Officers were told a man later identified as Eliud Lisboa had been shot. Lisboa was found in the grass with multiple gunshot wounds, according to court documents. Lisboa was taken by ambulance and later died as a result of his injuries. 

According to witnesses, a juvenile was identified as someone involved in the shooting, and he was detained. Court documents say another person was at the scene of the shooting and was interfering with officers. As a result he was taken into custody for interference. 

A second victim, an adult female, was found with a gunshot wound on her right side. She was taken to Centerpoint Medical Center. 

Witnesses on the scene said there was an altercation between multiple people and shots were fired, hitting Lisboa, the second victim, and multiple apartments in the area. 

According to court documents, Stocker III told police he had the gun and he shot Lisboa. He said after the shooting he and another person disposed of their clothes and the gun in a creek bed. 

The second victim was still receiving treatment Wednesday morning, according to police. 

'ACTIVE SHOOTER' SITUATION

Drones, K-9 officers, SWAT and other law enforcement joined a large police presence at the Hawthorne Place apartments just after 10:30 a.m. Tuesday to track down suspects in what they called at the time an "active shooter" situation.

 

Neighbors told 41 Action News that they hid in their homes after hearing gunfire and seeing the police arrive, but Cindy Stevens said she ran to help the victim. 

"We were ready to go to an interview and it was just like 'boom, boom, boom, boom,'" she said. "I just went over there and tried to help them and make them stay calm."

After running over to the group, Stevens said she found a man in desperate need of assistance after getting shot multiple times.

"He passed out," she said. " I'm like just sit there and do what I can do until the paramedics came. I said, 'Give him some room to breathe. Roll him over. Let's get this shirt off of him and see where he's bleeding from.'"

Other residents were forced to stay away from their homes after police locked down the apartment complex.

"It's just a little scary because you don't know what's going on," said resident Michelle Massey. "I just kept hearing a lot of sirens and I came up this way and saw police everywhere." 

The shooting brought plenty of concern for parents like Kala Black Thomas, who said she heard the shots.

"By the time I came outside, there was police everywhere," she told 41 Action News. "I think it's scary because innocent people can die. You have nothing to do with it."

The apartment complex is near the intersection of Highway 291 and Highway 24, adjacent to a Boys & Girls Club and down the road from two schools and a church. Randall Elementary, just over a block away, were under lockdown, as well as the preschool at the nearby Susquehanna Assembly of God. 

The shooting took place on a lawn in an area surrounded by many apartments at the complex.

Several neighbors told 41 Action News the shooting began following an argument between two groups of people.
