UPDATE: Kansas City man charged with shooting at city workers

A Kansas City man has been charged in connection with the firing of a gun on Wednesday morning at four city workers near 8th and Olive, Jackson County Prosecutor Jean Peters Baker announced Thursday. 

Bertram Brown, 28, faces four counts of first-degree assault, four counts of armed criminal action and unlawful possession of a firearm, stealing a motor vehicle and possession of a controlled substance. 

Prosecutors requested a bond of $175,000. 

According to police and public works, four crew members were installing an ADA ramp near 8th and Park when a man came out on a balcony of a nearby apartment and told them to leave.

Soon after that, the suspect fired shots and the city crew ran for safety. The suspect then jumped in the city vehicle and took off.

None of the workers were hurt.

Police located the stolen vehicle at 11th and Brooklyn shortly after the encounter.

Marcus Gates, from Gates BBQ, spotted the suspect across the street from the apartment building he owns on Brooklyn.

"He took off running around the corner, a tenant said, 'What's wrong?' I said, 'I'm going to find this guy,’ and I got in my truck and I took off running by the time I got around he was gone so he really ran fast," Gates said.

Officers arrested the man at 9th and Prospect where he was walking across a vacant lot.

41 Action News reporter Andres Gutierrez noticed one of the shelling casings at the scene of the shooting. Police recovered it as they were canvassing the area looking for the weapon.

Police said the suspect is cooperating with them but isn't saying much regarding this investigation. Officers believe the suspect was under the influence of either drugs or alcohol.
