KC man charged in deadly shooting outside store

KANSAS CITY, Mo. — A Kansas City man has been charged in a deadly shooting outside the Benton Market. 

Victor Kelley, 62, is charged with second-degree murder and armed criminal action. 

According to court records, Kansas City police officers were sent to Benton Market and Gas at 1800 Benton on a shooting Dec. 4. They found the victim, Phillip Degan, dead in the business's parking lot. 

Court records say Kelley was shown on the store’s surveillance video the night of the shooting. Surveillance video shows Degan and Kelley arguing when the suspect appears to bring out a gun and shoot the victim. Degan dropped to the ground and Kelley walked away. 

Court documents say Kelley confessed to shooting Degan in the parking lot, walking away and throwing the gun he used in a nearby grassy field. 

Prosecutors requested a bond of $250,000 cash.
