KANSAS CITY, Mo. — A 23-year-old man was found shot to death by Kansas City, Missouri, police shortly before 1 a.m. Saturday near the 18th & Vine District.
KCPD officers working near the 18th & Vine District responded to the sounds of gunfire at 12:49 a.m. and found Gary Starr, an adult black male, already deceased.
