Prairie Village passes ordinance setting rules for drone usage

KANSAS CITY, Mo. — Prairie Village leaders passed an ordinance at Monday's City Council meeting that will set parameters for how residents are allowed to use drones in the city.

The proposition came up because some residents claimed their privacy was being invaded by the use of drones. They argued they could not control where the drones were filming video.

Inga Selders was in the backyard pool with her children last summer when a drone flew overhead.

"It was one of the most terrifying experiences I've ever had," she told 41 Action News last month. "I didn't know if they were filming us, what they were going to do with the film , and to this day, I have no idea what happened with that."

The ordinance passed Monday will now make it illegal to fly a drone over property without the owner's consent.

Operating a drone will also be prohibited under the following conditions:

  • If the drone is near someone without that person's permission
  • If the drone is over an event with more than 100 people without the organizer's permission
  • If the drone is conducting surveillance
  • If the operator of the drone is under the influence of drugs or alcohol
  • if the drone is armed with a weapon
  • If the drone is being operated in a reckless manner

Mission Hills also has a similar ordinance. Police there told 41 Action News the department has not issued any tickets since that ordinance passed in 2016.
