Unregistered sex offender found living near KC daycare

A Kansas City man bought an apartment building in northeast Kansas City and soon found an unregistered sex offender living in one of the units. 

Bobby Rishworth bought the building a month ago and has tried to get police assistance for several days to arrest John Schuck, a tenant who lives in the apartment building at Independence and Benton, and who is also a registered sex offender. 

Schuck, who is listed on the Missouri Sex Offender Registry as non-compliant, did not report his new address and lives within 1,000 feet of a daycare. 

"It's frustrating but somebody has to stand up for these kids and protect their safety and if no one else is going to do it I certainly will," said Bobby Rishworth, the new property landlord. 

41 Action News spoke with the Jackson County Sex Offender Unit who confirmed that Schuck has broken the law and could be arrested. However, they also said there are only three officers and 860 active warrants, along with 2,200 sex offenders in the county. 

41 Action News was also able to reach Schuck via phone. 

Schuck, who was arrested in 1988 for second-degree sexual abuse of a minor, claims he thought the law had changed and that he longer needed to register his new address. 

"I just messed up man. That's all I can say is that I messed up. I didn't stay up on the laws I guess. I'm not a lawyer. It's not my field. I didn't stay up on the laws. And it's my fault. I guess I should have," he said. 

Schuck told 41 Action News he plans to move out ASAP and will report his new address with police. 

For his landlord, all of it can't come soon enough. 

"I won't give up until we find justice and make sure things are handled in a legal way," said Rishworth.
