Man killed in KCPD officer-involved shooting had criminal past

The man police shot on Wednesday was no stranger to law enforcement, according to court records.

Court records show David Crosby-Dowdy stole cigarettes and liquor in July 2012 after breaking into a Grandview store. 

A judge convicted him in 2013. He served time in prison for a number of parole violations.

This past August he allegedly broke into a Kansas City house near I-70 and Sterling Ave.

According to a probable cause statement, the homeowner found him inside. Crosby-Dowdy stole her SUV and $100 at gunpoint. The next day undercover officers spotted the woman's stolen vehicle in a driveway near 57th and Askew. 

Police followed him to a Phillips 66 at 54th and Prospect. 

Court documents describe how Crosby-Dowdy resisted arrest when officers moved in. But once in handcuffs officers discovered a loaded 9 mm handgun in his left pocket and a baggie of cocaine in his right pocket.

He was released on his own recognizance on these charges on Nov. 22, but only eight days later he would once again encounter police.

“This individual was armed, willing and ready to get in a shootout with officers if there was an attempt to arrest him,” Sgt. Kari Thompson said Wednesday. 

Officers said Crosby-Dowdy, who was wanted in a recent string of robberies, once again resisted and attempted to grab a gun he had on him. That’s when the officer fired his weapon fatally wounding the 25-year-old man. 

The investigation continues into whether or not the officer who pulled the trigger will face any charges. 

There isn’t a specific date for that decision because the prosecutor’s office isn’t under a deadline.
