The Johnson County prosecutor has charged a teen driver with involuntary manslaughter and aggravated battery after hitting two pedestrians in Overland Park.

District Attorney Steve Howe announced Tuesday that Conner Estrella,17, of Overland Park, Kan., has been charged with one count of involuntary manslaughter and one count of aggravated battery. A motion was also filed to try Estrella as an adult.

Estrella was behind the wheel of the vehicle that struck Kevin Moroney and Maureen Hogg on August 7, 2014. Moroney was killed in the accident, and Hogg was seriously injured.

At the time, neighbors said they heard an explosion.

Colleen Wessling and another neighbor tried to perform CPR on Moroney, but they realized he was already dead.

Wessling said the teen driver called his parents who arrived minutes later.

"They were the first ones here. They got out and ran over to the kid and they were yelling at him because it was a brand new car. He just broke down in his mother's arms," Wessling said.
